Is it possible to have a tutorial? I think I can figure most things out, but it would be nice to know for certain. Is this a Gaussian blur?

I am working on it. In summary, use colorize and Gaussian blur to reduce dark circles and use LCH to change colors. In both cases, use the selection brush to selectively apply the effect. It works best with a pen tablet such as Wacom Intous 3.

As an alternate to the methods you discuss above, have you tried any Nik filters (e.g., 'Dynamic Skin Softener')?
